EPRDF QAFAR KEÈ QIISSAH EPRDF ABTE DAFFEYNÀ
Between 14thto 20th of April 20010, EPRDF prepared a meeting for the Afar and Issa
PROCESS AND CONCLUSION OF THE MEETING!
The Government of Ethiopia upheld the meeting at
Sodare
City for Afar and Issa. The meeting was
coordinated and chaired by both the Federal Government representatives, headed by Ato Abay
Tsehaye , National Security Advisor to the Prime Minister and Executive Committee member of
EPRDF/TPLF, Federal Minister Dr. Shefferra, Generals of National Police, Military and National Security Forces of
Ethiopia.
From Afar side, both the President of the Afar Regional National State Mr Ismail Ali Sirro, Chief
Administrators of nine constituencies, the elders and three Councillors of three zones ( zone 2 , 3 & 5) participatants of the meeting.
From Issa side, Mr. Mohamuud Dirir, Ruling Somali Region Party Chairman who is also Somali Region representing Minister of Tourism and Culture, the President of the Somali Regional State Mr Daoud Mohamed Ali, Chief administrator of Shenille Zone and Issa community elders also participated in the meeting.
The meeting was in constant session for a week.
Commencement of the meeting!
1- Explanation of traditional governance systems of Afar and Issa.
2. the Government Representatives held separately a closed meeting with Chief Administrators of
the nine constituencies of the Afar Region and chief adminstrator of Afar Kilil. In order to make a
lasting and durable peace between the Afar and the Issa communities, they suggested. The
Issas must get their own special Zone in the Afar region said Government representative. Alll
the nine Administrators categorically rejected the Government’s order camouflaged as a
suggestion. The Government side was highly displesed with such a reply and in very hostile
manner drove them out of the meeting. They had to leave the area within 12 hours.
3. The Government also ordered the two communities namely; Issas and Afars to hold a
discussion round among them.
The Issa community presented their claims and proposals as follows:
(a) Restoring Peace,
(b) Issas should remain in possession of all the land they occupied from Afars ,
(c) Cattle and other animals taken by Afars as spoils of the fighting in the last six months must
be given back immediately and wholy.
4. The Afar side encountered by suggesting the following :
(a) we accept the proposal of restoring peace ,
(b) This land was occupied because we were always looking for peace and peaceful
solution, in order to reach a comprehensive and lasting settlement. Consequently, this
land must returne to the Afars immediately and unconditionally;
(c) As we used always to returne your animals to you, so you must retune our animals
taken by the other side in the last 5 years.
5. The Issas side replied .
If you do not give up or give us this land of which we are in possession right now, the rest of
your territories will be at a serious risk, and as well we will expell you from Awash River Bank
and finally you will all die of thirst.
6. The Afar side replied
All your proposals of Issa people, tabled today is expression of an act of war and aggression,
and we are following the outcomes of your unlawful and unjustifiable war.
7. The Government Representative Ato Abay Tsehaye said that “the Federal Government of
Ethiopia has decided to create a special Zone for Issa in the Afar region. Thus, the
Government orders the Afar people to accept the Federal decision unconditionally”.
8. The President of the
Somali
Regional
State said that this issue has already been discussed and
singed on by the Federal and the Afar and Somali Regional Governments. Therefore, you must
all take notice that from now on this land belongs to us.
9. The President of the Afar Regional State Mr Ali Sirro said that, talking to the Afar elders in
Amharic, (Afarey) whether you like or not this matter has already been decided as the President
of
Somali
Regional
State expressed. The said territory shall be the Issa’s land.
10. The Afar community representatives left the meeting by casting doubt about their
(Ethoipianisation) citizenship right, as they have been treated discriminately and unlawfully.
They said the Government will be hold responsible for every thing that might happen to them.
Suggestion
Today’s view: the Afar people are still experiencing the political marginalisation and economic
and social injustice, they have no political freedom and choice that nation and nationalities and
peoples of
Ethiopia should have according the Constitution. Electing a suitable candidate or
representative was denied, expressing personal views and opinions freely and democratically
are strictly prohibited, any person eager to speak out publicly maybe imprisoned, or
disappeared; that is why the Afar Region has been described as only a zone of the Tigary
region.
The evidence:
(1) Firstly, the
Afar
State commanding governor, has been forcibly appointed and presided
over the Afar by EPRDF;
(2) He has no cultural and traditional understanding about the Afar society;
(3) He is only supporting and pursuing government’s political interest, instead of protecting
and advocating the interest of his people;
(4) At the end of every fiscal year, unused funding still returning to the
Tigray
State, while
the afar people dying due to lack of food, water and healthcare;
(5) The existing political system is against the Afar language being an official in the Afar
State;
(6) There is a State policy to marginalise educated Afar individuals not being part of the
Afar nation development and not seeking employment;
(7) In the
Afar
State, all managerial, directorial and advisory positions are occupied by the
Tigrais;
(8) 97% of the Afar natural resource and income og to
Tigrai
State.
Finally:
From now, the Afar people should stop believing in the fake TPLF/EPRDF’s democracy and
must struggle to to regain their legitimate rights and freedoms.
